Resumen
"Hasta 1996, Colombia disfrutó de un elevado crecimiento económico que permitió mejoras sustanciales en la reducción de la pobreza, en los últimos años de dicha década Colombia entró en la más severa recesión económica desde la década de los 30. Los efectos negativos de esta recesión sobre el bienestar del colombiano promedio son evidentes. El objetivo de este artículo es mirar cuán grande fue la caída en el bienestar y cuánto afectó a la población más pobre y a otros grupos vulnerables. Se encuentra que incluso si se restableciera rápidamente el sendero anterior de crecimiento, se necesitaría más de una década para volver a los niveles de pobreza de 1995, es imperativo luchar contra la inequidad en conjunto con un alto crecimiento económico para reversar el efecto de la recesión sobre la pobreza". También se encuentra que, más allá del riesgo inherente a cada grupo específico de población, el papel del mercado de trabajo es vital en la determinación de la vulnerabilidad frente a la pobreza"
Abstract
"Until 1996, Colombia enjoyed high and stable growth that allowed for substantial achievements in poverty reduction, in the late 90s Colombia entered in the most severe economic crisis since the 1930s. The detrimental effects of this slowdown on the welfare of the average Colombian are obvious. The purpose of this paper is to identify how large the welfare losses are, and how much have they affected the poor and other vulnerable groups. It is found that even if the positive growth path is promptly reestablished, it will take more than a decade to return to the poverty levels of 1995, fighting persistent inequality along with high positive economic growth during the next decade is imperative to reverse the poverty increase brought about by the recent recession. It is also found that, beyond the risk inherent to a specific group, the role of the labor market is critical in determining vulnerability."
