| dc.description | "La Constitución de 1991 buscó profundizar el proceso de descentralización en Colombia y ordenó transferir importantes sumas de dinero a las regiones. Pero las ventajas teóricas de la descentralización no se materializarán a menos que haya verdadera autonomía en el gasto y, además, que las regiones paguen el costo de los gastos irresponsables. Existen fallas en el marco institucional de la descentralización en Colombia que han reducido la disciplina fiscal de los gobiernos subnacionales, y que han llevado a grandes salvamentos (bailouts) por parte del gobierno central. El presente documento analiza las características y determinantes de tres tipos de salvamentos: la provisión de préstamos blandos tendientes en teoría a reestructurar las finanzas departamentales, el salvamento para compensar el gasto en educación en las entidades territoriales, y el caso del metro de Medellín." | |
| dc.description.abstract | "The Constitution of 1991 tried to develop further the decentralization process in Colombia and ordered important transfers to the regions. But the theoretical advantages of decentralization will not materialize unless regions are truly able to decide on the composition of their expenditures and also pay the costs of irresponsible expenditures. There are important flaws in the institutional framework in Colombia which have reduced fiscal discipline at the local level, and have produced large bail outs by the central government. This document analyzes the characteristics and determinants of three types of bailouts: the provision of soft loans originally oriented towards the restructuring of local finances, bailouts to pay teachers appointed at the local level, and the Medellin Metro system." | en |
