| dc.description | Durante el segundo trimestre de 2020, la inversión extranjera directa (IED) en Colombia cayó 61,2% respecto al primer trimestre del año y 67,7% frente al mismo trimestre de 2019. Este comportamiento es el resultado de menores inversiones en el sector petrolero, que concentra alrededor del 20% del total de la IED en Colombia y del sector de minas y canteras (12% de la IED). De cualquier manera, sectores no minero-energéticos como la manufacturera, el comercio, restaurantes y hoteles, y el transporte sufrieron caídas importantes resultado de la expansión del COVID-19 y de las medidas de los gobiernos para mitigar los riesgos asociados al virus sobre la salud de las personas. En este orden de ideas, el objetivo de este Editorial es presentar los principales retos que Colombia enfrenta en términos de inversión extranjera directa. Con el propósito de atender las mayores necesidades económicas y sociales derivadas de la pandemia, el Gobierno nacional modificó su estrategia de financiamiento para la vigencia fiscal de 2020. En particular, frente al deterioro de los ingresos tributarios y al aumento del gasto público, la Nación acudió a diversas fuentes de endeudamiento tales como empréstitos con multilaterales, emisión de bonos globales en los mercados internacionales e incluso recursos de deuda provenientes de las entidades territoriales. Dentro de estas fuentes, es de destacar el desembolso hasta por 187,5% de la cuota de la Línea de Crédito Flexible (LCF) renovada recientemente con el Fondo Monetario Internacional (FMI), aproximadamente USD 5.300 millones. | spa |
| dc.description.abstract | During the second quarter of 2020, foreign direct investment (FDI) in Colombia fell 61.2% compared to the first quarter of the year and 67.7% compared to the same quarter of 2019. This behavior is the result of lower investments in the oil sector, which concentrates about 20% of total FDI in Colombia and the mining and quarrying sector (12% of FDI). Besides, non-mining sectors such as manufacturing, commerce, restaurants and hotels, and transportation suffered significant drops as a result of the expansion of COVID-19 and of the government measures to mitigate the risks associated with the virus. In this order of ideas, the objective of this Editorial is to present the main challenges that Colombia faces in terms of foreign direct investment. To meet the economic and social needs derived from the pandemic, Colombia’s national government modified its financing strategy for the 2020 fiscal period. With the deterioration in tax revenues and the increase in public spending, the Nation resorted to various sources such as loans with multilaterals, global bond issuance in international markets and even debt resources from territorial entities. Among these sources, we highlight the disbursement of up to 187.5% of the Flexible Credit Line (LCF) recently renewed with the International Monetary Fund (IMF), of approximately USD 5.3 billion. | en |
